    <description>&lt;P&gt;The ArcGIS developer accounts is not allowing me to register! I am a new user and was able to create the free public-facing account, but later understood that the developer account has more features. I tried creating the developer account and then was redirected to the Location Services; but even after I verify my email, I am not allowed to sign in (I tried this 3 times, with 3 different personal emails).&lt;BR /&gt;&lt;BR /&gt;My question is, can I develop an ArcGIS&amp;nbsp;WebApp with a free account first before thinking of transitioning to a paid account, depending on the WebApp requirements?&lt;/P&gt;</description>

You will need to &lt;A href="https://location.arcgis.com/sign-up/" target="_self"&gt;create a new account&lt;/A&gt; with a different email address that is not used by another ArcGIS account. &lt;A href="https://location.arcgis.com/help/account-management/#sign-up" target="_self"&gt;See help&lt;/A&gt;.&lt;/P&gt;</description>
