Can overlapping lines, short segmented lines, and/or an excess of points cause parcels not to build from Seed

We have a set of administrative parcels in our fabric that is experiencing difficulties rebuilding after the parcel has been shrunk to a seed. Many of these parcels contain overlapping, short segmented lines, along with, an abundance of points. I was curious any of these circumstances would hinder the ability to build parcels after they have been shrunk?

I have verified that the corresponding lines:

A closed loop of lines
All lines belong to the same record
There is exactly one seed in the closed loop

Overlapping lines should not be a reason why your parcel does not build.

Could you please submit a technical support case so we can examine your data closely?
