Optimize Layer Drawing - how to set this for a parcel fabric feature class

In this blog, I see there's a way to Optimize Layer Drawing for large, complex features. It looks like the way to set this up is through the Settings for a layer in ArcGIS Online, and I found a picture in a community post that shows what this setting is supposed to look like:

I would like to do this for a specific "Administrative" parcel type in the parcel fabric. When I look at the Administrative and Administrative_Lines layers in ArcGIS Online, I see they don't have a "Settings" option.

However, when I look at the published Parcel Fabric itself, it does have a "Settings" option.

....but when I look in those settings, I don't see an option to Optimize Layer Drawing.

Is there another way to Optimize Layer Drawing for parcel fabric features?
