Scale Dependent Layer Visibility Not Staying Light Gray

Hi. I love the March addition of showing scale dependent visibility in services added to a web map; that is, where layers that aren't visible are shown in a lighter gray. However, when I add a second service to my web map, non-visible layers no longer show up in the light gray. Is this expected behavior? Is it just me, my browser, a coincidence?

Any help is appreciated.

EDIT: I've noticed that the above seems to only occur when adding layers to the web map. If I save the map and open it later, the layers that aren't visible are gray as expected. Thanks.
