Extent reset problem

I am working with ArcGIS Online for Organizations and making a mapstory.

My problem is that I go to set my initial extent
left -132 right -60
top 60 bottom 15

Then it saves it.

But then if I open the map in arcgis.com it's hit or miss whether it uses that initial extent.

Then if I have to make a change to a popup and save it, a new initial extent is set so I have to go back and reset my initial extent in the details web page.

Anyone else noticed this type of behavior and is there a way around it? It's very frustrating to have to reset my desired initial extent each time I make a change to the web map.

Any idea on when the initial extent problems will be fixed?

I'm creating more web maps and I enter the same extent parameters and I get different results on different maps.
