Map Package Creation Fails AGOL

I am trying to create a map package on AGOL for offline use. I am using a tile basemap layer, and I am using a layer that is imported from a REST API service, which has been configured to go offline. Could the REST API service be causing the issue?

Are you using the Package Map geoprocessing tool in ArcGIS Pro? What does the error message say?

No I am using the Arcgis Online “Create map areas” function. It doesn’t give me an error code.
