No, you won't be able to create your own applications and upload them to ArcGIS Online. You'll need your own web server if you're going to create your own applications. An alternative is to create the web application through the web app builder on ArcGIS Online, but of course you're limiting yourself to the functionality available within the web app builder.

Is there any comprehensive documentation on doing this? It seems to me that the developer documentation is very thin. For example, right now, I'm trying to configure the proxy to allow users to access secured ArcGIS Online maps through a customized GeoForm app; I've already had to hunt and dig through a number of different sources to get this far, and it's still not clear to me that the documentation exists.

check out Web AppBuilder Developer Edition - Customization Resource List for the developers' edition....links to many resources. for simple tricks to install (if problems) Tips and Observations for getting Web AppBuilder - Developer Edition Installed and for a pretty detailed version of installing, working with proxies, etc. Using the Web AppBuilder

these are are all for the appbuilder you install locally, not the AGOL version.
