In Map Viewer, you can drag the reference layer into the Base Layer section of the basemap and then the basemap labels will no longer render on top of other layers. This should also be honored in other apps if you save the web map with this edit.

Hello everyone!

I feel like this is a duh question, and I'm probably looking right at the setting and not seeing it - but is there a way to change the layer order in ArcGIS Online so the basemap reference doesn't cover up the data?

I tried looking at the basemap settings itself, but I could only figure out how to turn off the labeling, but not change the order.

Thank you!
