ESRI Basemap Building Footprints

I'm trying to get a full coverage building footprint dataset pulled together and am having some issues. I'm curious if anyone can weigh in on what dataset ESRI uses for their building footprints and why it doesn't seem available for use as a Feature Layer?

For reference, I've overlayed the "Streets" basemap with the building footprints from the most up to date OSM download from Geofabrik (in Green) as well as the most recent pull from Overture Maps (in Pink). There are clearly still buildings that ESRI's basemap includes that are not included in the other datasets that I know how to access.

Is there a way to get access to the features ESRI is using in their basemap?
