Vector Tile Layers not Printing (AGOL GPServer)

I ran across an issue with the default AGOL print server: Vector Tile layers do not consistently show up in PDF layout exports.

In my case, I was using the JS SDK Print widget with this print service URL: https://utility.arcgisonline.com/arcgis/rest/services/Utilities/PrintingTools/GPServer/Export%20Web%20Map%20Task

I observed the following behavior:

When I tried to print a PDF with my Vector Tile layer, it did not show up in the output PDF.
When I printed a PNG with my Vector Tile layer, it DID show up in the output PDF.
When I printed a "Map only" PNG, the Vector Tile layer DID show up.
When I turned on a second Vector Tile Layer and printed a PDF with both layers on, the new layer did not show up, but the original layer did. Very weird!

The API documentation mentions that VectorTileLayer printing requires ArcGIS Server 10.5.1 or later, but gives no other useful information on the subject. Is that related to this problem?

This problem matters to me because we use a VectorTileLayer to mark sensitive maps with a watermark, and printouts of the maps are not reliably including the watermark.

@ViktoriaMagnisI haven't investigated any further, but I also haven't heard of a solution or a description of this bug elsewhere
