Options button not working in HFL data view

Hey there,

As of this morning some of my developers are experiencing issues with the 'hamburger button' (options button) which is usually used to choose which fields to show in the data view of a Hosted Feature Layer not being clickable. It works for me as an admin, but not for developers with lower permissions. This was not the case before today and I've had multiple people try it and show the same issue across two different browsers. Pic is the button in question.

Is this an update issue or a permissions issue on my end. Thanks in advance for any guidance anyone might have.
