    <description>&lt;P&gt;Hi &lt;a href="https://community.esri.com/t5/user/viewprofilepage/user-id/314671"&gt;@TD1&lt;/a&gt;, because the item still exists in the recycle bin this is expected. This prevents duplication of unique names if the item is restored. To use the service name, the item needs to be permanently deleted.&lt;/P&gt;</description>

      <description>&lt;P&gt;With the new ArcGIS Online recycle bin if you have a feature service in the bin, the system won't let you create a new feature service with the same name. Anyone else experiencing this?&lt;/P&gt;</description>

      <description>&lt;P&gt;&lt;a href="https://community.esri.com/t5/user/viewprofilepage/user-id/10036"&gt;@MichaelVolz&lt;/a&gt;&amp;nbsp; I think you would need to restore it to rename it. I would suggest choosing a unique name on publish of the new feature layer, then you can manually rename it after the fact&lt;/P&gt;</description>

      <description>&lt;P&gt;&lt;STRONG&gt;Joined views that are in the recycling bin will keep the hosted feature service's schema locked&lt;/STRONG&gt;.&amp;nbsp; You need to permanently delete the joined view to unlock the schema and access all of the lost functionality.&amp;nbsp; After the recycling bin was added to AGOL it took us some time to figure out why our existing workflow wasn't working as expected.&lt;/P&gt;</description>
