Problems publishing a tile layer of about 100 rasters

I have a map with about 100 jpgs or tiffs of maps in ArcGIS Pro that have been GeoReferenced and are now rasters. I want to be able to upload these all as one file onto ArcGIS online. I was able to do it successfully in a different map with only 2 of these rasters by creating a new tile cache with Manage Tile Cache, then used Export Tile Cache to create a tile package (tpk), then added it to ArcOnline via the "New Item" option.

On my first attempt I accidently had the basemap still open so it failed. On my second attempt I was too zoomed in, and only 5 of these maps were exported. On my third attempt, I have values that show 16.49 terrabytes. I tried following the steps in this post but the manage tile cache never progressed past running. Any ideas on a different approach I could take, or what I could be doing wrong?
