Multipart uploads stopped working

We're uploading geojson based feature layers and export them to vector tile layers on a daily basis via REST APIs. In some cases we're using multipart uploads as the file size can increase to over 5MB (up to 80MB)

Since yesterday our jobs are getting stuck after uploading the last file chunk and calling the 'commit' API - the item job status page keeps responding with: `statusMessage: "partial"`.

The same problem reproduces when trying to upload smaller files (<5MB); We tried uploading one of these files manually through ArcGIS online website, looking at the API calls it seems the item is stuck in the exact same state (usually only takes a few minutes to complete)

Problem seemed to be resolved on its own after a few hours. No changes made on our end.
