Data expression in Dashboard for indicator

I am fairly new to data expressions and arcade. Could someone give me hand please to create an arcade expression for an indicator.

i have a feature service from a field map, which is used to collect data on site called 'Site Activity Data' with 5 layers. The layer i am interested in is called 'Top Soli Striping' and the field capturing area is called 'Striping_Area_m2'

Feature Service: Site Acitivty Data

Layer:Topsoil Striping

Field:Striping_Area_m2

i also have my schedule table layer which is called 'Live Program'.

Feature Service:Live Program

Layer:Live_Program

Field: Length_per_section * 29.9 ( this is to create an area)

I need a data expression which will return the total area completed as percentage against the live program.

i am experiment but i fail somewhere and i cant find where.
