    <description>&lt;P&gt;Hello,&lt;/P&gt;&lt;P&gt;I want(ed) to create an experience builder application which would house all data in my organization.&lt;/P&gt;&lt;P&gt;Each data type content has two or more related layers, let's say the district/ and sphere of influence.&lt;/P&gt;&lt;P&gt;For ease of reading/consumption in mind I am choosing to group related layers.&amp;nbsp;&lt;/P&gt;&lt;P&gt;For uploading grouped data one must publish a web map (I strongly dislike that we are unable to overwrite webmaps) which preserves the symbology and groups.&lt;/P&gt;&lt;P&gt;If I were to publish a service layer it would overwrite the groups (I believe symbology) too.&lt;/P&gt;&lt;P&gt;The previous info is the background story&lt;/P&gt;&lt;P&gt;Publishing a locally downloaded parcel layer for LA County consumes too many credits to use. My analysts would prefer to have parcels with the online data.&lt;/P&gt;&lt;P&gt;LA County has a public facing cache layer and my question is, if I were to save (if I can save) the public facing cache layer in my organization's published web map will that eat up my service credits?&lt;/P&gt;&lt;P&gt;Any other suggestions or comments regarding my publishing workflow are welcome.&lt;/P&gt;</description>

      <description>&lt;P&gt;In general, the things that cost credits in ArcGIS Online include:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;File storage (Item storage, cached tile layers, etc)&lt;/LI&gt;&lt;LI&gt;Database storage (storing feature layers)&lt;/LI&gt;&lt;LI&gt;Compute costs (e.g., analysis, geocoding, etc.)&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;If the layer you're referencing in your map, 'LA County public facing cache layer', is not hosted in ArcGIS Online and runs on LA County's GIS server, then it won't cost you credits to use the layer.&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;A href="https://www.esri.com/en-us/arcgis/products/credits/overview" target="_blank"&gt;https://www.esri.com/en-us/arcgis/products/credits/overview&lt;/A&gt;&lt;/P&gt;&lt;P&gt;&lt;A href="https://doc.arcgis.com/en/arcgis-online/administer/credits.htm" target="_blank"&gt;https://doc.arcgis.com/en/arcgis-online/administer/credits.htm&lt;/A&gt;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Hope this helps,&lt;/P&gt;&lt;P&gt;Mike&lt;/P&gt;</description>
