For hosted layers in AGOL you can create a Layer View with editing disabled. It will still reference the same data as the layers you're editing but as long as you do not enable editing in the settings for the Layer View it will be read-only.

I know that I can copy the URL from a hosted feature layer, and use it to work with the data in ArcGIS Pro.

Is there a way to create a read-only URL?

So I can give it to our external engineer. That way they can always work with our most recent data, without being able to actually change the data.
