Compare App Bug? Tools Not Showing When Enabled

When enabling tools such as Home Tool, Bookmarks/Slides, Legend, etc. they do not show up on either of the maps in the Compare App. I've tested this with multiple users with no luck. The Expand button is the only one that works.

Using Chrome on both Windows and Chromebook systems.

Trying again to raise this concern.

App header, about panel, and some tools will not work.

I am also experiencing this issue. I'm using ArcGIS Enterprise 11.2.
