Not able to share Weblayer / OR create a new layer in ArcGIS Online

When iam trying to share data using "Share As Web Layer". Its showing error "External Sharing Process Failed". This is only with one ArcGIS online account. Other account is working good. Even in this account I am not able create layer in online itself. SD I am able to upload

What does the log say when you click on "View Log?"
