Tiled layer containing one raster and one point feature class not displaying in ArcGIS Online.

I am trying to publish a tiled layer that contains two things.

1. A hill shade raster

2. a vector feature class that contains elevation points labeled for reference.

The job succeeds without issue, but when I open the layer in ArcGIS online the raster never shows up.

Here is what the layer that I published looks like:

This is all that shows up in AGOL:

As you can see, the point layer shows up fine, but for some reason the raster just never makes it through. Any suggestions?
