Layer is in web map but not in web app

I have a webmap in AGOL, with a tile layer from the Dept of Energy. The layer is in the map and it works but when I open the web app the layer is not there. At first, when it stopped working, the layer was in the contents of the web app but it was not displaying on the map. I'm basically deleting and reloading the layer to see if it works. That worked this morning. Sometimes, the layer is not in the contents after I reload. I tried to create an item in my AGOL based on the DOE AGOL layer but that doesn't work either. Below are all the errors showing in the web app.

Update: We got it to work by opening and saving the web map in map viewer classic. Blows my mind.
