    <description>&lt;P&gt;I am building a Sweet app, where users will be able to add reference layers to the application. Every time a layer is added, it appears on top of the layer list.&amp;nbsp;&lt;/P&gt;&lt;P&gt;Is there a way to fix the position of a layer to always appear on top of the content panel?&amp;nbsp;&lt;/P&gt;&lt;P&gt;Or alternatively, is there a way to push the reference layer on the bottom of the content panel?&amp;nbsp;&lt;/P&gt;&lt;P&gt;Thanks&lt;/P&gt;</description>
