    <description>&lt;P&gt;Is the RSEI layer a Map Service?&amp;nbsp; Do you have the URL?&lt;/P&gt;&lt;P&gt;Map Services can't sit above Feature Services I don't think (for whatever Esrieason).&lt;/P&gt;&lt;P&gt;If you can specify the feature by REST endpoint index 'ServiceName/MapServer/0' instead, then it acts as a feature layer which you can then put on top.&lt;/P&gt;</description>

      <title>Ordering of layers</title>

      <description>&lt;P&gt;I am building an ArcGIS online map showing RSEI facilities and Census Block Groups. Both appear to be map layers (the RSEI facilities layer does not seem to be a feature layer). I can't get the RSEI facilities layer to layer above the census layer so that the RSEI facilities show on top of the census layer. I can't move the RSEI layer above the census layer. And, I can't move the census layer to basemap. Any suggestions?&lt;/P&gt;</description>
