update layer color schema based on map viewer extent

I have two or more separate layers (feature classes) each one represent a specific administrative area, all of theme symbolized using specific field (Float) with Unclassed Colors. now I want to merge these feature classes into one FC then publish it on Map Viewer to build online app.

BUT my problem is the color scheme are generalized to all features on the map without consideration for administrative area.

Why would you want to merge them all into one FC?

How would you expect to manage the ranges and color bc each different FC would have a different min/max that is used for the color range?

Could you use a group layer to contain the different Feature Layers?
