Tile Layer not resampling based on changes to Visible Range

I have a tile layer that is published to AGOL with tiles built for county to street range. When I go into the setting and adjust the Visible Range to "Room", the tile layer in the web map does not resample and is not visible when zoomed in beyond the built tiles ("Street") (see Fig1). When I look at the tile layer in Map Viewer layer properties (see Fig2), the Visible Range is stuck at "Street", I can't adjust, even though it is saved as "Room" in the item settings. Does anyone know what is causing this issue?
