Sorry if this is not the right group for these questions, I am starting to create web maps with the available Applications: Map Viewer, Map Viewer Classic, Dashboard, others.

My doubts are:
- Do any of the web applications allow me to incorporate a web map where the end user can draw a polygon and this returns a result, for example a PopUp with data of the elements that intersect the polygon?

- Can any of the applications allow to select multiple features of a layer and return a PopUp with the data of the selected Features? so far I have only seen examples querying only one Feature of an active layer.

The short answer is YES. The capabilities that you ask about are available. You can see some examples on the AGOL Web App link below. Screenshots 1-6 show the query tool and the option to draw shape (polygon) and the results of the many features from the query layer.
