Allow users outside organisation to edit dashboard

I have created a dashboard, shared it with users, this works fine. But, I want to allow them to edit the dashboard so they can customise what sort of statistics they can extract from data on our platform. Initial attempts appear to suggest this isn't possible to do if the user is outside of the organisation...so my question is whether there a workaround or not?

I haven't tried this with Dashboards specifically but have you tried creating a Partnered Collaboration?
