Unable to Add Layer from Web but can add same layer in Arcmap

Hello,

I am new to the group, please excuse the presentation. I am trying to add Arcgis online add layer from web it shows error says Arcgis server is not responding. But same layer can be added in ArcGis Map Server . What could be the problem

Do you have a link to the layer so others can test this?

Seems the Layer was not allowed to open..
