AGOL popup opens another popup

Hello all,

I have an online map containing a layer with related inspection data. I need to configure the popups for that layer such that the unique inspection dates are linked by clickable arrows to another popup which contains the inspection data. In the first image attached, I've written an Arcade expression that returns the inspection dates but I don't know how to link them individually to another popup.

I have seen examples of this online. This example (the other three images) actually shows two different sets of related data, so it's a little more complicated than I'm trying to do now, although I will need to do this too eventually.

What's the best way to do this? I realize the answer may be complicated so if there's a blog or a help page that addresses this, I'd love to know about it. My searches have turned up nothing.
