Reorder layers in Legend

I want to reorder my layers only in the legend, and not how they appear in the map. This is for a web map that will be used in a web experience.

I see there have been similar questions throughout the years , with no real solution. )-: Seems kind of basic to me.

Thanks so much. That works, as silly as it is! It works as long as there is no transparency. But ESRI should really figure out a real way to fix this. I'll suggest on ideas site.
