"Failed to add data" error when trying to use BLM National PLSS Map Image Layer?

I've been working with this file for a long time and not too long ago, it kept asking me to repair the data connection but when I try to do it, I get the error shown in the image I attached. I'm thinking it's an issue with the server the file is hosted on? But figured I'd ask on here just in case. I know AWS went down so I assumed maybe it was associated with that but I don't know for sure. Thank you for any replies.

What about re-adding the service to your map, rather than repairing the data source? I am able to use map service without issue.

Tried that as well. Deleted the service, saved the file and relaunched, then attempted to add it again and still getting the same error. I can add other data fine but most PLSS layers I try and add just give me the same error.
