Make a hosted feature layer public but now downloadable.

I am working on creating a Web Application with a dataset that has ~20,000 points. This is proprietary data that I do not want other's to be able to steal. Is there a way to make a hosted feature layer public for everyone to see but not downloadable through ArcGIS online?

You could Create hosted feature layer views and share them instead of the hosted feature layers. Any update made in the hosted feature layers would also reflect in its views.

I hate to break it to you, but if you make a feature service public, a determined user will almost always be able to download a copy of the data, your layer settings notwithstanding.

Yes, that is what I am finding out. Very disappointing.
