Label settings are not working properly when added individually

Hi,

Labels settings are not applied when I added the layers from the map service to map view individually. It works properly when added together all at once. Some of the labels are not moving when you zoom in and out, and labels are not supposed to overlap with point features. The settings were made in ArcGIS pro.

@ZedricCapus Can you confirm what you mean by map service? Do you mean a map service hosted on ArcGIS Enterprise? When you say map view, do you mean Map Viewer? Do you mean Map Viewer or Map Viewer Classic?

Screenshots would also help.

Yes our maps is hosted in ArcGIS Enterprise, and yes Map viewer Classic.

Here are the pictures, 1st picture does not show the "west bay" label
