Interactive Legend Application Layers startup

Is there a way to turn the layers off on startup of the interactive legend map and only have 1 layer show unless you turn the other on?

In the full setup mode you can add a layer list which lets you toggle layer visibility. Save your map with only the layer you want visible, and if you want to show the other layers (and add them to the interactive legend) use the layer list to turn on visibility.
