Creating an Area that cannot be have points created within it

I am configuring the Citizen Problem Reporter and I am trying to see if it is possible to restrict the areas in which problems can be reported. My government does not have jurisdiction within the City so we would like to restrict the ability to for people to even submit work orders for things that are located within the City. I am not too sure on how to go about it or if I can even do it with ArcOnline. Is there an easy way to do this? Any pointers or suggestions would give me more information than I do now.

Found it! For those who want to restrict where submissions can be reported, it is under the configuration of the Reporter App. It is under the tab 'Form'.
