Initial Extent (Web Map vs Web App)

I'm seeing a consistent shift in the initial extent from the web map to the out-of-the-box ESRI web app. Normally a web map's extent, when saved, defines the initial extent for the web app. Since the beginning of this week, any maps we saved were offset in the corresponding app - forced to the right ~120px and down ~18px @ resolution 1280x1024. I've included screenshots to show how a false extent has to be created in the map in order for the app to center the area of interest.
