I have the same problem, and as far as I know that is not possible. AGOL labels are designed so overlapping labels are not possible, a feature required to make any multiple label workaround work.

I'm hoping to come across a solution that allows merging multiple labels into a single "block" that I could convert into a stand-alone feature layer.

I have a feature class and a related table (1-many relationship). I would like to be able to use one of the fields from the related table as a label for the feature class in a web map. Is this possible? Right now when I go into the label configuration settings the only fields that can be used are from the feature class.

Cheers,

Finnian
