Labeling features, reference scale, scale ranges

I have looked through some of ArcGIS Online forum posts but have not received a definitive answer on labeling aspects of a map. I know labeling is not possible in a Web map but I did read that it is possible through a service. I am publishing my maps to ArcGIS Online through ArcGIS for Desktop 10.1. I have a subscription and am wondering if labeling is at all possible through this method once shared as a service? I have a reference scale on the map as well as scale ranges when a particular feature goes beyond the scale range limits. I have tried publishing with the scale ranges from 10.1 but cannot get the labels to work. A little clarification would be great!

If you are publishing a hosted feature service, no labeling is supported. A hosted tiled map service should support labeling.
