Is it possible to consume ArcGIS Server REST services with WAB Dev. Edition without Portal?

No. Web AppBuilder for ArcGIS Developer Edition starts by connecting and signing into a portal (either ArcGIS Online or Portal for ArcGIS). A Web AppBuilder app always "opens" by loading a web map at runtime. After a web map is opened, you can add web services via a REST URL directly.
