Hi Eric,

What role does the username have in your organization? It sounds like they have an administrator role which will give them access to all of the content in the organization. If the roles is changed to a user role, the user will have access to their content, and any content that has been shared with the organization or grops that the user is a memeber of.

Here is the link to the documentation about roles:
http://resources.arcgis.com/en/help/arcgisonline/index.html#//010q0000005m000000

-Kelly
