Web Map imported shapefile too big despite having 1 feature and 4 MB size?

Hi! I'm having some serious issues importing a shapefile to use as a layer in a WebMap. The shapefile shows a plant species' range, and is very large (over 10000 features, and 25 MB). When I eliminate polygons smaller than 5 KM using Select by Attribute/export to shapefile, Dissolve the shapefile, and use Simplify Polygon, I can get the shapefile down to 1 feature and 4 MB, but when I try to import it in the Web Mapping interface, I still get a "file too big" error message.

Is there a way to fix this? Any suggestions are greatly appreciated! This is for an assignment due Tuesday, May 31, so I'm pretty stressed about it.

It was zipped; you cannot upload an unzipped shapefile.

I've resolved the issue by bringing down the number of features by using a Select by Attribute query (NOT using Dissolve - that doesn't appear to work very well) and using Simplify Polygon. The result is very rough, but works for my purposes.
