Missing background image when publishing Tile Layer

Hi,

I've created a Web Map using ArcGIS Online. In that map, I imported data (pin points) and display those data as a layer.

I saved the layer as a Feature Layer and published. Using the Feature Layer (hosted), I created a Tile Layer. When I look at the services web interface: arcgis/rest/services/. I see only the layer and not the background map. So basically, I only see pin points on my map. I would expect to see the pin points but also the background image.

Is it normal? Did I miss something?

Side question: is there no way to publish a Web Map as a Tile Layer?
