How do you enable attachments for a web service feature in ArcGIS Online?

Enabling attachments is something that you can do on each layer within a Hosted Feature Service.

If you go to your Content in ArcGIS Online and select your service of interest, within the "Overview" section, you should see a "Layers" section. Here, you should see an option to "Enable Attachments".

Attached to this response is a screenshot illustrating what I'm talking about.

I know how to enable attachments for a hosted feature layer. What I am trying to figure out though is if you can enable attachments for a web feature service not a hosted feature layer

I am not the one who created the web feature service so I don't fee comfortable posting it here on a forum but if attachments can be enabled in the service then I can get the creator of the service to enable it for me
