    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Hi Anna,&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;I just downloaded the Congressional Districts shapefile and was able to publish that without any issue. The means that the network timeout is not on the ArcGIS Online side, and may be more of a local network policy. Please check with your company IT Department to see if they can help you with this.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Another suggestion would be to try uploading the shapefile from a computer on a different network. &lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Cheers,&lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN&gt;Andrew&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <title>Unable to import this shapefile. (timeout exceeded)</title>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;I am getting the following message when trying to import a shapefile. The zip file is 47.1 MB. Is this too big? The zipfile is for all of the congressional districts in the nation and I downloaded it from the census tiger/line shapefiles&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
