    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I have been trying to publish a small Vector Tile Package to my AGOL account. The package was made in the most recent ArcGIS Pro, and unpacks and displays perfectly fine therein.&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;When I use the Share Package tool, everything uploads without issue to my account. Upon clicking Publish, nothing happens. No spinning circle, no error, simply a dead button.&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;When I use the "Add-Item" option in my Content window, I add the tile package, and click the "create feature service" option. Upon clicking Upload, nothing happens. No spinning circle, no error, simply a dead button.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;This is a super small package of building outlines for a small city that I want to be able to incorporate to our mapping services, so I know it is not a size issue.&amp;nbsp;&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

It sounds like you may be running into the issue described by Alan in this blog. &lt;A href="https://community.esri.com/people/ARex-esristaff/blog/2019/03/12/why-cant-i-use-the-add-item-dialog-in-arcgis-online?sr=search&amp;amp;searchId=ae8d1e4e-66a4-4d71-980c-a23b53944fc1&amp;amp;searchIndex=1"&gt;https://community.esri.com/people/ARex-esristaff/blog/2019/03/12/why-cant-i-use-the-add-item-dialog-in-arcgis-online?sr=search&amp;amp;searchId=ae8d1e4e-66a4-4d71-980c-a23b53944fc1&amp;amp;searchIndex=1&lt;/A&gt;‌&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Try running the process in another browser or re-run the process in incognito mode.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Let us know if that fixes things or try getting in touch with support.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;-Kelly&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;This is correct.&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I had a Technical Support Session regarding this. &lt;STRONG&gt;Incognito Mode worked just fine&lt;/STRONG&gt;.&amp;nbsp;&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
