Share as TPK unavailable in ArcMap

I can't seem to pin down why sometimes share as tile package is unavailable in ArcMap. Myself or another admin organizational user is logged in, but only share as map package or service is available. I can see now apparent or obvious difference in the .mxd to explain why it isn't an option.

I've spent a good amount of time testing share as tile package for AGOL purposes and it has worked great, but can't figure out why sometimes share as TPK isn't available.

Are you sure you're logged into an organization account? I can't think of a reason why the option wouldn't be there. Have you tried uploading from arcgis.com? The TPK has to be smaller < 1GB to upload from the browser. What version of arcgis desktop? You may want to open a tech support incident, give them the TPK and see if they can reproduce the problem.

Doh! The .mxd was created by a co-worker. Forgot we needed to: ArcMap Options: Sharing: Enable ArcGIS Runtime Tools.

The option is available now, thanks!
