My layers for my map are scale dependent that is some layers don't turn on till the map reaches a certain scale. Also when my map fires up I don't have my water and sewer layers on because it allows the map to open faster. So here is my question. after doing all my config with html I open my map and I am not able to have control on what layers I can turn off or on. it only allows for the layers that were on in my initial map when i published to show up.
