I haven't seen that being hosted on AGOL is a requirement. I have this map <A href="http://arcg.is/1H3vlqp" title="http://arcg.is/1H3vlqp">http://arcg.is/1H3vlqp</A> in which the data are hosted on ArcGIS Online. I don't see an option to filter or download. This could be due to the fact that the data were uploaded as shapefiles.</P><P></P><P>My client's requirements were to be able to do this without Arc desktop.
