Layer displayed under background?

I'm new to the ArcGIS online map tool and I've run into a strange problem. I have a created a map with a single ArcGIS server layer (http://mobjack.vims.edu/ArcGIS/rest/services/MODIS/Chesapeake_Bay_Wallops/MapServer/) and the topographic background. For some reason the background seems to be on top of the layer:

If I make the background transparent, I can see the layer. Anyone know what might be going on?

It's a bug. Thanks for letting us know. We've already addressed this on our test servers so it will go out with our next update.

The only work around that I found is switching to a different basemap then back again. This will work for the session you're working in.
