COMBINING ADJACENT POLYGONS BASED ON VALUES IN FIELD

Hello forum

I am trying to find a methodology to combine adjacent polygons based on the sum of numerical values in a field.

I need to group a series of polygons so that they approximately contain the same number . In the original field you have total number of houses (e.g. 90, 86, 65, 101) , and I want to group adjacent ones so the larger polygons contain a value of somewhere between , say 250 and 300.

Does anyone have a model which gives me the optimal aggregated solution?

I am using ArcView 9.3.1
